Pupils in preschool class and lower elementary school have a guaranteed right to extra support if needed to learn to read, write, and count on time. However, The School Inspectorate found deficiencies in 20 out of 40 reviewed schools.
The deficiencies concern, among other things, that some schools, due to time constraints or other reasons, do not map pupils' knowledge to the extent intended. They also concern that some schools do not involve staff with special educational competence when pupils need extra adaptations. This is explained in some cases by the fact that such staff are not available at the school.
The read, write, count guarantee has applied since the 2019/20 academic year, and The School Inspectorate has followed up on the guarantee in several stages. Even earlier reviews have pointed to risks that pupils do not receive the support they are entitled to.
