Proposes Stricter Requirements for Municipalities in the Event of War

Municipalities' and regions' preparedness for war and crisis should be strengthened through a new law that is to come into force in 2027, proposes Carl Fredrik Graf, who has submitted an investigation on the matter.

This legislative proposal means updated legislation for municipalities and regions adapted to the security policy situation we are in now, says Graf.

Among other things, there should be special gathering places where people can seek help, such as drinking water, information, first aid, or access to electricity.

Municipalities should also have their own resources to maintain their own meal service to schools and special accommodations for two weeks. There should be storage facilities and technical capabilities to produce food.

The proposal is estimated to cost 13.5 billion kronor over a five-year period.

We propose that the expanded measures presented be financed through general, and in some cases, targeted government grants, says Graf.

The law is proposed to come into effect on January 1, 2027.

This should not be seen as an opportunity to wait for new legislation. One must continue to work to strengthen one's own preparedness at the municipal and regional level, says Minister for Civil Defense Carl Oskar Bohlin (M).

Everyone needs to work together to move forward in this area.
