The Government wants to make it more difficult to become a Swedish citizen.

The forthcoming stricter requirements for obtaining citizenship will apply to more people.

The Government wants to abolish the simpler application procedure, known as notification, as far as possible. Migration Minister Maria Malmer Stenergard (M) points out that notification does not involve the same requirements and does not entail the same examination as an application.

We believe that the new requirements being introduced, including stricter good conduct requirements, requirements for knowledge of Swedish and of Swedish society, should apply to as many people as possible, she says.

The Government has therefore decided on supplementary directives to the inquiry that is already investigating stricter requirements for citizenship.

The right to citizenship through notification has applied, among others, to foreigners who have reached the age of 18 but not 21, have had a residence in Sweden since the age of 13, and have permanent residence permits.

However, Nordic citizens will still be able to obtain Swedish citizenship through notification in the future.

Completely abolishing the right to citizenship through notification for stateless adults is deemed not to be possible due to international conventions, but the investigator is tasked with examining whether the requirements for that group can be tightened in other ways.

The inquiry is to be completed by 15 January 2025.
