In the government's impact analysis, the population is divided into ten income groups. Most of the government's tax policy in the 2025 budget goes to the groups that earn the most, according to a table in the budget proposal. This is primarily measured in terms of the number of kronor. However, even in percentage terms, high-income earners emerge as clear winners, with the higher the income, the greater the tax reduction.
And since men generally earn more than women, the government's proposal on tax and benefit areas is expected to "provide economic resources to men to a greater extent than women", writes the Ministry of Finance.
However, the government has also calculated the tax and benefit proposals so far during the term of office, i.e., including the budgets for 2023 and 2024. Then, the picture becomes partially different, according to the calculations.
"The government's proposed and announced reforms affecting the economic standard during the term of office have a combined equalizing effect", writes the department.
