Anna Kinberg Batra, Governor of Stockholm County, receives severe criticism from the Parliamentary Ombudsman (JO) for the recruitment of three individuals. In two of the cases, Kinberg Batra had already decided in advance who she wanted to recruit. In one case, she ignored the educational requirements, according to the JO.
In the decision, the former County Director describes how the recruitment process unfolded in the latter case. The Governor was repeatedly advised not to interview or hire the person, as they did not meet the merit requirements.
"The Governor insisted, however, that NN should also be interviewed," says the County Director.
Anna Kinberg Batra was informed that she should either terminate the recruitment process or modify the requirements in the application. The HR Manager also informed Kinberg Batra, via email, about the recruitment rules.
"The Governor responded that she was familiar with the regulations and conditions," says the County Director.
The person was hired anyway. Regarding the decision, Kinberg Batra states that she believed the person was the strongest in terms of leadership and collaboration requirements.
"These do not have equally absolute measures as the requirement for a degree, but are more important for succeeding in the task," says Kinberg Batra in the JO's decision.
The County Director holds a different opinion:
"I said it was not a wise decision."
