The background, according to the newspaper, is that the educational efforts cannot maintain a sufficiently high pace while maintaining quality. Furthermore, it is necessary to recruit and train enough officers who can educate the conscripts.
Defense Minister Pål Jonson (The Moderate Party) does not want to answer DN's questions about the information, instead referring to the upcoming proposal.
