The company, which operates under the name Adda, functions as an intermediary and procures goods and services within a range of areas. According to SVT, Adda has signed framework agreements with eleven companies offering HVB services – and which have connections to criminal networks. The information comes from a list held by the police.

Among the examples are representatives who have been suspected of robbery with Bandidos and employees who have paid rent to high-ranking criminals.

According to the chairman of SKR, Anders Henriksson (S), neither SKR nor Adda has been given access to the police's list of companies.

We all need to help each other to ensure that this criminal activity is removed from our HVB homes. Because it is unacceptable, he says.

Adda is used by approximately 190 municipalities and takes a commission from the companies.

HVB stands for homes for care or accommodation, and is an institution within social services that receives young people for care or treatment.

HVB homes (homes for care or accommodation) are an institution within social services that receives young people for care or treatment. Many HVB homes are run privately.

The majority of the inmates in the homes are children and young people who have been taken into care according to the LVU (the Act on Care of Young People) for example due to substance abuse. A smaller proportion has been taken into care according to the LSU (the Act on Secure Youth Care) after being convicted of a crime.
