Fast care contact from 2026 proposed

The Government is aiming for those living in special housing to have a statutory right to a fixed care contact from July 1, 2026.

Many people in special housing have a comprehensive need for both care and healthcare, says Minister for Social Insurance Anna Tenje (M).

Care contact is intended to strengthen continuity and security, as well as meet the need for individually tailored care and coordination. Within home care, there is already a right to such contact, but not for those who move into special housing.

To finance the reform, the government proposes an increased state grant to municipalities of 244 million kronor for 2026 and 487 million kronor for 2027 and onwards.

The government also proposes an investment of 150 million kronor for 2026 and 300 million kronor from 2027 to strengthen support for relatives.

Another proposal is an investment of 100 million kronor annually from 2025-2027 for social services to work in a more knowledge-based manner, as required by the new Social Services Act.
