Last week, South Korea's intelligence agency NIS reported that North Korea had decided to send 12,000 soldiers, including special forces, to Russia's invasion war. The agency published satellite images allegedly showing how a first group of 1,500 soldiers was sent to Russian Vladivostok.
On Monday, Seoul summoned the Russian ambassador to express its criticism and demand that the North Korean soldiers be recalled.
During the meeting, the Russian ambassador emphasized, according to a statement from the embassy, that "cooperation between Russia and North Korea is not directed against South Korea's security".
North Korea has previously delivered significant amounts of weapons to Russia, including grenades and rockets.
